I am unable to grant access to anyone. I have tried several emails and have removed the app and started completely from scratch and they never have the option to accept. It asks them to create an account but then it shows a blank account and asks them to "add a camera" or basically set it up for their own camera but not a way to accept the invitation. Any ideas?

First, have them click on "create account" in the email on a PC. That will open my.arlo.com in their browser. From there they log into their existing account. After that check your account, to see if the invite shows up as accepted (and not pending).
After that, there might be another needed step. Arlo is slowing migrating to a new user interface. The new one has "Feed" as a menu option; the old one has "Library". Both accounts need to be using the same user interface. If the first step isn't enough, please post back and tell us what interface you have in your account, and what interface is in the shared account.

In addition, once everyone is on the new user interface, the guest account needs to click on Home at the top of the screen and choose the bottom selection. Every account gets their own Home so you have to use the appropriate one to see the shared cameras. I suggest renaming your home so it's obvious that it's yours.

The original account has "library" and the guest account has "feed". So what can I do about that? Thanks for your help.

You need to cause the original account to migrate to the new UI. Choose Add Device in the Devices screen and add either the Pro 5 or security system even though you have neither. The first step will be to migrate the account after which you can just back out of the install.
This is a significant change since any custom modes don't transfer (Armed becomes Armed Away) so you'll need to set up the 3 available modes (Standby, Armed Home and Armed Away) in Routines as you need (the names are just names and don't mean they have to be used that way). Also note that there are Automations that may need to be set up for schedule(s) and geofencing if desired.
Look through the whole interface to get used to it and figure out where things are and how they work. Come back with questions - we can help.

I think I did the things you requested. I removed the guest request as it was still pending so I sent it again. Both phones show "feed" on them now but on the guest phone I replied to the email and clicked on the link and signed into that Arlo account but it still shows nothing. Where would the new guest receive a place to "accept" the invitation? In an email? In the app?? That has never shown up anywhere to accept the invitation.

They receive an email with a "Create Account" link. Have them click on that link on a PC. That will open the browser to my.arlo.com. If the account already exists, they just log into it.

That's what I did but did it on the phone rather than computer. When they logged into Arlo on their phone it says you can "add devices" but there is nothing about accepting invitaiton and there are no cameras in the feed.Should I delete the friend and start over and then try to log in on the computer?

On the original phone it still says "pending" although I've signed in on the second phone.

Click on Create Account on a PC. That works, doing it on the phone often doesn't.

thank you for all the responses. It finally worked by using a laptop for the guest access. I am truly grateful.
