Adding Arlo GO2

I've been trying to add a new camera GO2 with a sim card inserted. The procedure seems fine till after detection then it says "Device limit reached, pls remove a device, then try again" I am currently on the top subscription but why can't I add this camera? I've tried deleting a device but still same msg. I removed another device....same msg.

Are you able to add the devices that were removed back without receiving the error? are you able to provide a screenshot of the error?
