is there an arlo camera that can use wireless using its internal router or wifi with no data ?

No idea what you mean by "wifi with no data".  

 

None of the cameras have an internal router.  Some models (Pro 3 Floodlight, Pro 4 and Essential) can connect directly to your home wifi.  They will need a subscription to get cloud storage (which you need to see recordings).
