replace vmc3030 with vmc2030?

I have a VMC3030-100NAS not working. Can I replace it with a VMC2030 and work the same with the home base?

That depends on what base you have.  There is a VMBxxxx label on it.

The VMC2030 can also connect directly to your home wifi.

Either way, you will need a subscription for any of the current cameras - Arlo stopped offering 7-day storage for new models back in 2018.
