I enabled my arlo camera before i left my house thru my mobile app while connected on the wifi where the arlo camera was connected. When i left the house, i lost my wifi connected from home and started open my mobile data to view the arlo app. It doesnt let me connect with my arlo cameras and when I try to log in. it says that there is no internet connection, but I do have an internet connection on my phone. Is there any solution to access my camera while away from home on my phone?

Check in the phone’s mobile data settings that the arlo app has permission to use mobile data.
For iPhone, open settings, scroll down to the arlo app and open to mobile data option.

The permissions are already set. Do these cameras need a base/hub to be accessed while away from home?

No.

I suggest that you try disconnecting from your home wifi (just using mobile data) while you are home, and see if you can access the cameras in the app.
Might be worth restarting the phone (and maybe also remove/reinstall the app).
