Is it true that you need a subscription for Essential Spotlight to record but one is not needed for Pro?

Yes.  Legacy cameras like the Pro were sold with 7-days of free cloud storage.  But Arlo stopped doing that with new camera models back in 2018, and today all the currently sold cameras require an Arlo Secure subscription for cloud recording.
