VMC2030 app finds camera, select time zone, then says device is not found

Arlo support has been a JOKE. The "techs" were essentially bots that walked me through all the fixes that I said I have done a million times. These peopole did not want to listen to what i was saying and kept going in circles WITH THE SAME STEPS as if i just told them i already did what you asked and it does not work.
NOW, lets see if this community knows any better. We have an issue where it finds the camera in the app, and after i select the time zone it switches screens and says the device is not found. it only happens as soon as i hit the continue button. it finds my device completely fine but the time zone screen messes it up. I've reset both router and camera multiple times. to factory settings. we have 2.4/5g internet. ive checked the stupid troubleshoot page which was not helpful and have had many agents and techs not figure out what the problem is

Did u
1) uninstall and reinstall the app
( is it the latest version )
2 ) try to set it via the web access with a browser
( my.Arlo.com )
ps phone and os version could possibly help
