Apartment complex resident is having trouble connecting their VMC2030-100NAB Arlo Essential Spotlight Camera to the WiFi network. The network does have client isolation enabled on it. Is this going to interfere with the setup?

Yes.  The app has to discover the camera, and that will fail if client isolation is enabled.
