So I have several Arlo cameras but on two seperate accounts.  How can I join both account into one so I can see all my cameras and manage my subscriptions?

It partly depends on whether the accounts' user interface (UI) see Library to view recordings or Feed. It gets a bit more complicated if both are seen between the two accounts. Here are links for the individual UIs:

However, it's not quite the same as logging in to an account. IIRC, you can't manage subscriptions with a guest account but you can see all cameras and do most things with no issue.

One option is to keep two accounts, and use the friend feature to share the cameras.  That can be useful if you have lots of legacy cameras and want to minimize subscription costs.

The second is to cancel the subscription(s) for one account.  Wait for the subscription to expire.  Then remove the cameras ( and any other devices) from that account, and add them your other one. Leave the empty account open for a month or so, until you can confirm that that Arlo has stopped charging it.  Then you can safely delete it.
