Stuck in searching when accessing library

Using Android phone I login to Arlo and when I select library all videos are stuck with spinning icons and says searching.  On a different Android phone, everything works fine.  The non-working phone has latest firmware and software, camera is on latest as well.  The non-working phone is on the same network as the camera and still does not work.  The working Android is on a different network and works fine.  I have rebooted phone, camera, router, and modem.  The problem goes away for a few days then comes back.  Any suggestions?
