Can I record video from this camera to an Arlo smarthub where it will be saved until deleted.

If not what can I use for local recorder for our small museum

Not without a subscription. Manual recordings only upload to the arlo cloud library. Event generated recordings do get backed up to the base station storage if implemented. You are restricted to max 5min for each event.
Depending on what Base station model you get, some will not work with essential, some will but use a USB stick, some will allow viewing access but only to the mobile app.
