Dead battery won't charge

My camera has died and anytime I try to charge it flashes blue really fast and then does nothing. What can I do to get this thing going again?

What does the app indicate with the charger attached?

It should show that it's charging.

After the blue flash to show that the charger has been correctly recognized there is no further indication until the blue light comes on solid to show fully charged. You can observe the charging progress using the app.
