Can video clips be recorded/viewed without a smart plan subscription or base station? In other words, if I am connected directly to wifi and I get an alert, will I be able to go back and watch the clip later via the Arlo app on my phone or my.arlo on my computer??

No.

 

Without a hub there is nowhere for the recordings to go.
