I have never has this issue, I have 3 cameras that will not live stream, the motion detection still works and I get notifications however I cannot live stream it keeps saying 'connecting'
the wifi is 2.4ghz through a starlink router.

I have the same issue. It started 3/4 dys ago and not fixed till now? Wondering what;s the solution?

It appears to be widespread and will need a firmware fix. One user has posted a possible workaround by going into the Video Settings in the camera settings and cropping the view to 1/4 size. Supposedly live view then works. Don't know if other cropping would work or if you can then remove the crop.

The firmware that resulted in this issue has been rolled back. You may need to restart the camera from within the Arlo Secure mobile app or allow the camera to auto-revert during the update window overnight.
