I'm offline MORE than online with my outdoor doorbell camera keeps recycling itself. Router is less than 3 feet away.

Can you move it a bit farther away?

Though this is counter-intuitive, it is possible to be too close to the router.  The strong signal from the router can actually overload the receiver in the camera.

Try resetting the doorbell and see if that changes the behavior you are seeing:
