Is there a way to Connect my camera to the WiFi remotely? My WiFi went down and my Arlo camera is not on line.

No.
"Offline" means that the app (and Arlo Cloud) can't communicate with the camera. So there is no way to tell it to reconnect.

How did the WiFi go down? Power loss? ISP issue? Perhaps the battery has depleted trying to reconnect to the "missing" WiFi. If you can access the router remotely (it would be a router setting or via a VPN supplied by the router) you can try rebooting the router.

Issue with the camera happens when the WiFi goes down and comes back up. The camera is actually connected to the WiFi but can't does go out to the internet, so it doesn't show up on the app.
What I end up doing when this happens is changing the IP on the cameras from the router side and then it connects
Only happens to Essentials outdoor cameras. Other Arlo cameras work fine after WiFi comes back up.
