You'll see that they've lost their wifi connection - that is the only way to tell.
FWIW, I think the biggest threat along these lines is that someone hacking into your phone could access the cameras through your Arlo app.

I am thinking you are worried about someone spraying a resin on the lens and UV curing it. That is permament, and would be obvious if you simply livestream the camera. Someone more clever might spray the resin on the PIR filter, as then the camera would stop detecting motion. But also easy to detect.
UV light shouldn't blind the cameras, since almost all cameras have UV cut filters.
