Many web browsers won't play anything with higher resolution that 1080p without hardware/software support. That's why you have to download them.

The issue is really about the HEVC codec arlo is using for 2K and 4K videos, and not the resolution itself.

• Chrome will play them if your PC has a 7th generation Intel or AMD processor (or later).  These were launched in late 2016, so most PCs in use now will have a suitable processor.
• Edge will play them if you have the Microsoft HEVC extension for Windows installed.  If you don't, you'll need to purchase it for $0.99
• FireFox won't play them.
