I can't add the new essential 2nd Gen cameras to my old App. if I download the new app would it cost anything? would my old cameras remain in my account?

To clarify this - the app supports two different interfaces. One shows "Library", the other shows "Feed" and "Dashboard" instead. Which one you see depends on how Arlo has your account set up in their cloud - not what version of the app you are running.
Migration doesn't cost anything (and all customers will be migrated eventually). Your old cameras will remain in your account. The new interface doesn't support custom modes, so you are limited to the three built-in ones ("Arm Away", "Arm Home", "Standby"). All three can be modified. (Arlo has said that they will add back custom modes, hopefully that will happen soon). The other aspect is that the combination of geofencing+scheduling doesn't work (and geofencing is buggy).
You will need a subscription for the Essential camera if you want cloud recordings. The 7-day free storage for legacy cameras isn't offered on any of the current cameras (and free storage is limited to accounts with 5 or fewer unsubscribed cameras).
