they are only 1.2 Watts, they don’t charge at all

I've had no problems with a working panel to charge. They're trickle chargers so output is indeed low (I have rooftop solar panels which require a bunch to get a useful output - a single one would again only be a trickle charger).

If you have a problem with the panel, swap at the store. We may be able to help if you tell us all details.
