Is this a new installation? Or are you trying to reinstall a base station that used to be in your account?

Describe in detail your process. Did you follow the directions in the app which starts with connecting the Ethernet cable between the base and router and then the power cord? Did you ensure that the base was fully booted (takes ~2 minutes after which the power and Internet LEDs should be green and the Camera LED being either off or solid amber.

Edit: you added the second tidbit as I was typing. So, it's a reinstall so the firmware should be up to date as long as it was actively being used on the other account. DId you remove the base from the other account before adding to the current one?
As long as your phone is on your home WiFi (you might want to turn off cell service to be sure) it should work. However, there was a comment not too long ago that old hardware may not be able to connect due to its firmware being too old to be able to connect and get updated. Yours is the very first base released so may well fall into that category.
Is this a new install or a reinstall?

I was using this hardware, but it was registered on my ex collegues account. i guess then this is a new install. I already tried to update firmware. I also can't connect the base station via USB cable.

The USB cable definitely won't work. The USB ports were never activated for any consumer usage.
However, it's not a true new install since it was previously used by your ex-collegue. You need to ask him to remove it from his account so you can add it to yours. You can't add a device that's already added to some account.
