Purchased three Arlo Essential Outdoor Cameras four days ago and noticed that the mounting bracket did not tilt side to side or up and down as it showed in the installation instructions on the Arlo app.
Before proceeding I decided to contact the support Arlo support phone number.
The phone was answered with a "hello" in a thick foreign accent who identified himself as "Alex". I proceeded to try to tell him what my issue was and he kept telling me that I must first subscribe to the Arlo monitoring service before he would answer any questions. I again told him that I could not use the product if it did not tilt.
"Alex" then told me to F*** Off and that he would not answer any questions without signing up and to return the cameras.
I hung up and within 10 seconds my phone rang from the same Arlo number and when I said hello "Alex" said F*** you son of a bi**h.
I hung up the phone and he called back three additional times which I ignored. I then blocked the number.
The number he kept calling from is 409-934-5807. I will take advice from "Alex" and return your product from where I purchased them.
I will also let the store know why and will let everyone I know about your company and the service I didn’t receive.

Did you get phone support by googling? Or did you instead use the support center in the app? If you googled, you almost certainly did not reach Arlo support.

It will swivel, but it is very stiff.

I did call the Arlo number on the app after this and "Alex" answered the phone by saying **bleep** YOU.
I hung up and blocked that number also.

It sounds like the number you're using is not an Arlo support number. Take a look here for precautions against scam sites and support numbers: https://kb.arlo.com/000062119/How-can-I-avoid-Arlo-support-scams
Regarding the mount, when brand new, they are often fairly stiff. It will take some effort to force the mount to swivel but it will loosen up after the joint has been used a few times.

You may be right and I blame Arlo for that. There is NO WHERE on your app or online that gives a phone number.
Inside the app when I clicked that I needed support I received a prompt to leave my phone number and would receive a call back in FOUR MINUTES.
45 minutes later I was still waiting for a call back which never came.
I then went online to what STRONGLY appeared to be an ARLO official site and called the number.
I have since went online and there are NUMEROUS ARLO sites with different numbers.
I assume the site with NO CONTACT number or email is the real site.
This is EXTREMELY POOR business practice and encourages the creation of fake sites.
For a company that is sort of in the security business this is sketchy at best.
For the above reasons, I blame Arlo and am glad I didn't give out a credit card number and get scammed. I do wonder how many others.have fell for this and received the same "disclaimer" you sent me.
SHAME on Arlo. I will be sure to pass this on to the forum site of the company I use after taking thee Arlo products back.
