Arlo essential xl won't connect to arlo base station

According to the arlo doc, the essential XL camera should connect to the vmb4000 base station.  Here are the instructions below but it never gives me the option to attach to base station even though firmware is up to date and I removed and reinstalled device.  The instructions seem bogus or they removed the feature.
