Can you set up an indoor camera using an unsecured network? My father-in-law is in an assisted living and we would like to put an in room camera in his apartment but they only have a guest WiFi.

The cameras either need to be connected to a secured wifi network, or connected to a base station.
If you can get ethernet to the room somehow, then the base station would be one path.
You could also look at using a cellular connection (a Go 2 camera, or an Essential camera connected via a hotspot).
