If the indoor wired cameras disconnect from the WiFi, can you reconnect them back on the app without being on the same WiFi? In other words, can you remotely reconnect the camera back to the WiFi if the WiFi goes out and the camera doesn’t automatically reconnect when the WiFi comes back on?

No. As I said in a previous reply, an offline camera means there's no way to be able to reboot/reconnect. I almost think this may be more of an issue with your router than Arlo since it seems to be happening to various models, some wired, some not, some WiFi, some Ethernet-connected.

If you power the camera with a smart switch, then you could power-cycle the camera remotely. That might be enough to get the camera to reconnect.
