I keep receiving push notifications and I have to turn off the notifications but still getting them all the time

How are you trying to turn off notifications, on the phone or using the arlo app?
You can temporarily mute notifications from the app settings page or if you still need the recordings you can create a custom mode with the notifications disabled.

If you’re still getting notifications when the camera mode function is disabled then the camera is not responding and requires a reset.

Can you tell us what mode is currently selected on the mode page in the app?
If you then tap on the pencil edit icon, what camera name shows?
if you then tap on the pencil edit icon for the camera does it show the camera recordings options?
if you Then scroll to the bottom of that page do you have the push notifications enabled or disable?
