Arlo Baby will not reconnect to network after power cycle/restart. Tried factory reset.

After a power cycle or restart, my arlo baby will not connect and blink amber. I can reconnect the camera if remove the camera and re add the camera. I have tried factory resetting the device. I believe the camera is broken. Any assistance would be fantastic
