When I put my Arlo app in disarmed mode my Doorbell still alerts me to motion and triggers my front door camera to trigger and record. Is this how it should work? I called tech support and they said if you set the doorbell to detect motion and have a camera record it is always going to be in Armed mode regardless of what mode the system is on. Is this right?

Yes. Either use the doorbell to detect and cause a recordig or disable that and use the camera rule to detect and record.
