Safe button… does it need the safe individual plan?

Hi I’m recently out of a DV situation but I’m being stalked. I’ve looked around and I like the portability and size of the safe button but I don’t see on the website if it NEEDS the “safe individual plan” to connect to it (obvious price difference). All help/info is welcomed and appreciated.
