Geofensing is Triggering Prematurely

I currently have four cameras, one doorbell all connected to a Arlo Hub. I have an automation turned on that the cameras are supposed to turn on when all the phones leave the geofence however it currently triggers when only one phone leaves.

I've reset the whole system as well as had everyone delete their Arlo accounts and re-create them so we didn't have any abandoned devices tied to this account. Unfortunately none of it is working - any advice would be greatly appreciated.

PS. Arlo - I tried to submit a ticket via your app, Safari and Chrome and am unable to as it requires a sub category and product but both drop downs are blank.

1) If the 2nd phone hasn't opened the app in a while, it can be automatically logged off so it's not communicating its location. I've added a weekly calendar notification for my wife so she remembers to at least open the app to keep it logged in.

2) Use the app to submit a ticket. Not sure why the web client doesn't support it but the app does.
