Who's asking for what? There is no web app - you use the link Tom posted above. For mobile check the appropriate app store for your device (search for Arlo).

You can create an internet shortcut though. Right click on your desktop Click New>Shortcut type in https://arlo.netgear.com/ Click Next change the name of the shortcut to ARLO and hit finish.
