Arlo Wirefree (VMC3000) will not sync. Blue flashing LED comes on but turns to amber.

After changing batteries in this camera, it refuses to sync with base. Blue flashing LED comes on but never turns either amber or changes to rapid blink. I have restarted the base several times, removed the batteries (otherwise slow blue flash remains continuous) and have even removed all cameras and re-started the whole process for entire system. What am I missing?
