I live solely by Apple smartphone. Is it possible to operate the camera through the app or provide service to the base from Apple phone?

I dont think it is possible as the Basestation requires Internet connection via Ethernet, which your iPhone cannot provide.

Correct. At a bare minimum, you need a WiFi router with Internet connection. The iPhone would need to be on the same network (not 3/4G) to set things up - after that, you can manage things via cell service. You could set the system up on someone else's network and then move it over to your installation but you'll always need an Internet connection for the base station.
