Camera Batteries drained

All four of my cameras went offline stating the batteries beeded to be replaced. I replaced lall of the batteries and the cameras came back on line. I then took the old batteries and put them in my battery tested and all 16 showed at least a 50% charge (13 of the 16 were at 80%)? This doesn't seem right to me. I then tested all of the batteries in my assortment of flash lights and all of the flashlights came on with full intensity

Perhaps try reinserting some of the 80% ones back into a camera?

Rechargable or not?

They were non rechargeable that came with the cameras.
