The older cameras will run on the new Ultra base, but at this time the Ultra will only run on the ultra base

You can run the Pro/Pro2 cameras on any base.

Is there any disadvantage performance-wise to using a Pro add on camera with a standard base? (the latest version, cylinder shape), I'm tempted to get a Pro camera for outside and move one of the Arlo cams inside.

The same functionality is present in all of the bases. What you "lose" is whatever additional feature is physically present in certain bases, such as the siren or useable USB ports.
