With a shared device and both having separate My Arlo accounts, if one person deletes a video will it also be removed from the other person's library?

Yes if the guest has admin access to the shared camera, they delete it , it's gone

Thanks! Is there any indicator of whether you have Admin rights, or is it just based on the functions available like ability to turn on/off, remove device etc.?

The guest or shared account won't have any indication of admin rights outside of the functions it has access to.
