Camera LED Turns On When Not Recording Or Activated

The camera appears to be recording but the two people with the password are not activating it. The videos in the library do not show that it has recorded or even turned on but the red lights (I assume IR) is activated - stays on a couple seconds - shuts off - about a minute later comes back on and then stays on for random lengths of time.
