Can 3.7 volt rechargeable batteries be safely used in place of the cr123 a batteries supplied with the home security cameras.

Yes, BUT... Be sure that they provide built-in over-current and over-charge protection circuitry. The safe bet is the Tenergy setup certified by Arlo.
