Sort rules within a Mode

This was shelved due to lack of support. What level of support is needed to raise the issue. Since the application does not allow one rule to activate recording on multiple cameras it requires multiple rules. Please allow at lease a manual reordering of rules as with devices so rules can be logically presented on the screen.

The web/app do allow this ^.... But not sorting

max recording cams on a base is 5 at same time
