when getting a notification and push the icon to a look at the video, it will take 2 minute or longer before getting it.

What's your internet connection speed? www.speedtest.net

Is it the same if you go into the app or web interface and go the the Library tab and try to view the video?

A recording must finish before it will arrive in the library. Increased recording length settings will also increase the time it takes for the recording to complete and arrive in your library.
