Make sure when you attempt to sync the cameras, you do ONLY A QUICK PRESS on the base sync button.

so, open and close the battery doors on the cameras to reset them,

Power button reboot the base

do above and a sec or two later push the camera button

a slow blue led to fast blue means it worked ( if blue to amber then NG )
