Security/Previous Owner Issue solved?

I just purchased a refurbed bundle. Then I came across this Reddit thread about someone who returned an Arlo cam, then logged into his account and now he can watch the new owner's cam. This was 9 months ago, so has this been resolved?

I bought a refurbished system in Dec 2016. When I went to register it, I found I couldnt because it still was registered to the previous owner. I had to email proof of ownership to Netgear before they cleared previous owner and then I could register, so I'd say issue is resolved.
