No. The base and cameras have their own WiFi network that we have no access to. Using a sniffer I'm sure you could determine the IP address but that wouldn't do you any good since you still have no access.

Do I need a fixed IP address for the camera to work and for remote access. I know that I do not have a fixed IP address which prevents me from remotely accessing my current camera system DVR.

Hello wallbanger13,

For you to access your cameras from a remote location, you will have to setup your Arlo system and make sure your base station is connected to the internet. The Arlo cameras do not require an IP address to work but your Arlo base station does. The Arlo base station is configured to DHCP. This means once you hook your base station up to your router, the router should automatically assign an IP address to the base station. From here, you would simply sync the camera(s) to the base station by pressing the sync button on the side of the base station, and then on the top of the camera. Once you see the flashing blue lights on the camera blink rapidly, this means the sync process is complete and your cameras are ready to view. From here you would simply log into your Arlo account and view your cameras.

In order for you to view your Arlo cameras your base station needs to be connected to the internet and your cameras need to be sync to your base station. For more information about Arlo I provided some articles that help you better understand how Arlo works

Can an individual camera be accessed by IP, though? If so, can you configure the base station to assign static IP addresses?

Ideally, these would be set up so a consumer could create their own dashboard. I hope static IP address options are available for the basestation in the future. That and the completion of the Netgear Solar Panel is what it'll take for me to buy a system.

Technically, could they accomplish this capability with a firmware push?

Just my two cents worth, but the more features that they add that benefit very few users, such as option for fixed IP, the more complex the system becomes overall. Also takes human resources away from making improvements that benefit the many.
