The camera should not flash an LED in response to motion unless motion detection test mode is engaged. It sounds like the LED she saw may have been the low battery indicator LED which could explain why the camera is offline (depleted battery). Consider installing a fresh set and see if the camera comes back online.

Camera offline but shows battery at 74%, linked to base and camera is on. I am out of town but my girlfriend isn't and said the camera blinks red when she waved at it. Any suggestions? By the way Arlo support sucks. It will not link me to a Chat, wont send my email and the wait to talk to an agent is 20 minutes.

Easiest thing to do is have her Open and close the battery door ( pull battery if pro then replace ) , this will reset the camera and it should auto-resync
