No Internet LED means no connection the router. You are using the Ethernet cable, right? The base doesn't connect wirelessly.

The reset process you're using is a very old one. Use only the reset button.

You should still be able to (temporarily) connect the arlo base to the airport so that you can rule out the 5-port switch.

You can also connect the Arlo to the cable modem, then power cycle the modem, and it should start working after a new dhcp address is issued from your provider.

I unpluged arlo, unplugged modem, plugged in model, plugged in arlo. This DID allow the poer and internet lights to turn green on the base station arlo. I then tried to use the arlo set up app but could not use that because my phone was not on wifi.

I reconnected the wifi router but it could not connect to the internet. I tried leaving the arlo base station and wifi router connected and re-cycled the modem. This allowed the wifi router to reconnect to the internet but then the arlo would not get a green internet light.

So the problem is with your router and not the Arlo base station then

Whose router is it - yours or the ISPs? If the latter, you'll have to work with them to open ports 80, 443 and 123 to netgear.com. If it's yours, you'll need to dig through the router settings to see if something is set to block access, whether you set it or not. A possibility is to reset the router - of course, that means you'll have to set up at least your WiFi again (definitely change the router login password).
