Could be hardware but checking rules and modes would be a first step. What do you currently have set up? Are there green check marks for both cameras or just one? Do you see a green running man icon for each camera in the Cameras view? If the camera isn't enabled, it won't record. If all seems fine, try swapping cameras to see if it follows the camera.

Only 1 camera will sync and the batteries are in correctly the 2nd camera does but light up

I can't quite get what you're saying. If the second camera won't sync, remove the base and cameras from Settings. Do a factory reset by using the reset button on the base until the LEDs flash amber. Open and close the battery doors. Now use the Add Device button on the Cameras tab and resync the cameras.
