Batteries Got Wet and Rusted Interior of the Battery Compartment

We recently had about a week of rain, but the storm did not get near us. I have a camera outdoors that was functioning until the battery expired. When I went to change the battery, the compartment was very wet, and rusted. Clearly, this camera is not "weatherproof." I recently purchased the more expensive NiteCore batteries for safety reasons. I have 2 questions:

1. Is the camera casing defective as water was able to get into the camera battery case (it was tightly shut)?

2. Will the fact that the batteries got wet make them less safe to use? I will not attempt to recharge them until they are fully dry again.

I have one Arlo Wireless camera that allows water inside also. My rust problem is less severe, but when dried out, the image color is no longer correct. I see a lot of bright green in shadows and some rainbow colors. I submitted a case today.
