Will the arlo camera system work without connecting the base station to the internet?

Nope. Base station is mandatory. There is also one Netgear router model that can be used as an alternative to an Arlo base station.

Also, note that if you have no Internet connection, Arlo won't work.

Possibly, but you'd have to get additional devices to make a connection from the Arlo base station to your iPhone's hotspot. So, something that is capable of transitioning from wired Ethernet on the base station side to your iPhone wirelessly.

What those devices would be, I'm not familiar with. However, others have reported getting Arlo to work with a wireless hotspot, so it's apparently possible, though I believe they used a dedicated hotspot device, not an iPhone. You may have to search further in the forums to find their solutions.
