While the base could be faulty, it's more likely that it has old firmware that can no longer be recognized by the current system. Since you can't add it to your account, you also can't update the firmware to be current.

Hi,

I've pulled an old vmb3000 and camera out of a closet and tried to get it going. I've factory defaulted it, see the lights flash amber, after a while it comes back to a green power led and a green internet led. I removed the device from my arlo login.

I'm connected to a WIFI network hosted by the router it's connected to.

I can see the mac address on my router, I can ping it's address.

I can see the NTGR SSID.

No joy getting the arlo app to discover it via either the app on my phone or a browser.

Any way to force discovery?

So is this terminal? Arlo support kindly declined to do anything helpful at all. Is it possible to load firmware on the box via USB?

Nope. The only way to update firmware is when it's connected to your account/servers.
