I have a Arlo base station 4500 but it says firmware available but camera does not have enough battery.

This is not under a camera firmware update it's under the base station menus.

In addition to @BrookeN's suggestion, maybe also see if there is an app update. I got the 6.4.0 update today.

@ArloCam25 are you still seeing the error message when trying to update?
